What is a social care facility?
It is the non-governmental entity or institution that provides social care services, classified as:
1. Rehabilitation facilities for people with disabilities (people of determination), which includes the following services:
• Early Intervention Service.
• Integrated Service.
• Individual rehabilitation therapy sessions service.
• Vocational Rehabilitation Service.
• Life Skills Service for Persons with Disabilities.
• Educational Psychological Assessment Service.
2. Family counselling centres, which includes the following services:
• Helping the family, women and children to deal with social, educational and cultural problems and needs.
• Family Counselling Services.
• Developing positive thinking skills and the foundations of choice and decision-making.
• Providing scientific advice to those about to get married.
• Organizing training courses in the field of family counselling.
• Reconcile those wishing to get married.

2. Copy of publicity decision “if applicant public benefit institutions”.
3. Valid Copy of The Emirates ID front and back of the partners, administrative and professional staff, and applicant representatives.
4. Valid copy of the main page of passport for partners, administrative and professional staff, and applicant representatives.
5. Copy of the academic qualifications and experience certificates of the partners, the entity director, and the staff.
6. Certificate of good conduct and a certificate of no criminal status.
7. Applicant curriculum vitae “only if applicant family consulting centre.
8. Copy of the land map of the institution’s location.
9. Document clarifying the trade name reservation issued by the Department of Economic Development.
10. Copy of the building plan showing the dimensions and sizes of rooms, halls, corridors, and sanitary facilities.
11. Copy of the title deed in case the building is owned by the license applicant or a copy of the lease contract.
12. Copy of the Department of Economic Development commercial trade license “for companies”.
13. Certificate of fulfilment of the conditions and requirements of the Department of Municipalities and Transport.
14. Certificate of fulfilment of civil defence conditions and requirements.
15. Conformity certificate from the Monitoring and Control Centre.
16. Insurance policy against liability for professional errors of the facility’s employees.
17. Document that clarifies or proves the solvency and financial sustainability of the facility and provides an economic feasibility study showing the estimated budgets of the facility for a period of 3 years.
18. A license issued by MOCD for social care facilities submitted if the facility would like to open a branch in AD.
What are the conditions for applying for a facility license for the rehabilitation of people with disabilities (people of determination)?
2. The applicant must have a university degree accredited by one of the recognized universities in the country.
3. The applicant shall not be less than (25) years old, and he must be fully qualified.
4. The applicant for the license should not have been convicted of a felony or misdemeanour involving moral turpitude and dishonesty, even if he has been rehabilitated.
5. The license issued to him shall not have been previously cancelled for violating any of the conditions and controls stipulated in the regulating legislation, unless more than (3) years have passed since such cancellation.
6. Providing an independent and appropriate building for the centre that meets all technical, engineering, health and environmental conditions approved by the concerned authorities in this regard.
7. The applicant must have obtained the necessary official approvals for the license from the concerned authorities.
8. To be able to meet the financial obligations of the institution.
9. The work of the Organization shall be limited to the exercise of licensed services.
10. The institution must have a name indicating that it is an institution dedicated to providing services to the category of persons with disabilities.
What are the conditions for applying for a family counselling facility license?
2. Good conduct certificate.
3. Holds academic qualifications Bachelor of Special Education, Psychology, Counselling and Mental Health, Sociology, Social Work or any of the family disciplines related to families.
4. Providing an independent and suitable building for the office that meets all technical, engineering, health and environmental conditions approved by the concerned authorities in this regard.
5. The age of the owner should not be less than 30 years.
6. The license issued to him should not have been previously cancelled for violating any of the conditions and controls stipulated in the laws and regulations decreed in this regard.
What are the conditions for applying for the license facility of reconciling those wishing to marry?

3. The academic qualification should not be less than high school or its equivalent.
4. The establishment's work should be limited to the service of reconciliation between those wishing to marry only.

Are there fees for services provided to social care facilities?
What are the administrative penalties for violators of the provisions of legislation?
In case that the People of Determination facility violates any of the provisions of the legislation in force in this regard:
1. Warning the Organization to remove the violation within (15) fifteen days from the date of the warning.
2. Imposing a fine in accordance with the approved schedule of violations. Closure of the institution for a period not exceeding six months.
3. Cancellation of the license.
In the case that a family counseling center violates any of the provisions of the legislation in force in this regard:
1. Alert the centre in writing and ask it not to repeat the violation.
2. Warning the centre to remove the violation within (15) fifteen days from the date of warning.
3. Closing the centre for a period not exceeding six months at a time.
4. Close the position permanently.
