Through this service, non-Muslim religious groups desiring to practice religious rituals can submit a request to licence a place of worship and accordingly choose a representative to start the licencing process.
- Service terms and conditions: Place of worship must meet the eligibility conditions stipulated in law number 9 of 2023 concerning the regulation of places of worship for non-Muslims.
Required Documents:
- Articles of Association Form
- Certificate of Good Conduct for Founding Members and Council Members
- Conformity Certificate from Abu Dhabi Civil Defence Authority
- Conformity Certificate from Monitoring and Control Centre
- Emirates ID / Passport
- Financial plan for the following 2 years, including the allocated budget.
- Lease contract/completion of a building from the Department of Municipalities and Transport.
- Meeting Minutes Form for Establishing a Place of Worship
- Recommendation Certificate from the Parent Place of Worship for Founding Members and Council Members

- Submit the application along with the required documents through the available channels
- Receive the initial approval once approved
- Provide DCD with the requirements and approvals from the relevant authorities (ADDMT, ADCD, MCC)
- Receive the license once approved
